It *should be a bug* because the *startup* page and a *new window while
browsing* page should be separate settings.
I prefer to have my startup page = my homepage. I also prefer to have a
*new window* open the *same page* as the current one.
Therefore, we need *two separate preferences*:
1. When Navigator starts up, display:
< > blank page
<o> home page
< > last page visited
2. New Navigator Window opens with:
< > blank page
< > home page
<o> same as current page
