Did you READ my instructions? ;-)

Was the browser already opened with a page loaded when you opened a 
COMPOSE window? I just tested having the browser closed (only mail/news 
open). After opening the compose window, then opening the browser, tab 
functions worked normally.

So you didn't have a page loaded in the first tab when you opened the 
compose window?
What are your tab preferences?
Mine are:
   Tab Display:
[ ] Hide the tab bar when only one tab is open
[X] Load links in background
   Open tabs instead of windows for:
[ ] Middle-click or control-click of links in a web page
[X] Windows opened by the Web page
[X] Middle-Click or control-click of bookmarks and personal toolbar items
[ ] Control-Enter in the URL bar

I'll assume, then, that those new tabs can be closed normally. When I 
get the problem, I cannot close the tabs, neither by right-clicking nor 
File-Close Tab

One more question:
Do you have "user_pref("mail.compose.max_recycled_windows", 1)" in your 
prefs.js, or user.js file (a pref recommended in the Mail/News group to 
"speed up your second message compose window")? I don't.
