I've sen this happen too at times. And I followed your steps and I could 
reproduce it. On Linux, Build 20011111. I get slightly different results 
though. The second tab opens up on the left. When I close it, it closes 
and no tabs are shown (bcos I have that pref set - don't show tabs when 
there is only 1 tab). But then when I press Ctrl-T again, 3 tabs pop up. 
Its as if the 1st tab never went away!
