Image flashing is similar to

No. (If you weren't trying to isolate a particular problem, I'd say the 
installation procedure was overly careful.)

Have you tried with the minimum extensions plus networking, QuickTime 
and Sound Manager?

Do you have any third-party extensions that patch QuickDraw? Are you 
using ATM Deluxe? Do you have other browsers running when you are seeing 
the problem?

I don't doubt the plug-in situation on your setup. The problem is that 
you have repeatedly told others that plug-ins don't work on the Mac and 
you have said it in a way that makes it look like you were saying they 
don't work on the Mac in general, even though you have been informed 
(repeatedly) that it is not a general Mac problem but a problem on your 
setup in particular.

As for fixing the issue: No one can fix the plug-in problem before the 
cause of the problem is understood.

I suggest that you file a bug.
