Patrick,

 From every web site that I read up on for this subject, most all of 
them gave the same information: A good icon should be 16x16 pixels, have 
no more than 16 colors, and should be optimized for load time 
(compressed) resulting in an image of 1K or less. A good place for 
beginners to start would be favicon.com, where some of this information 
can be found. Plus you can create an icon online there as well (with Java).
