If you think the implementation is poor, could you file concrete bugs regarding the concerns that you have or perhaps state them here? There are AFAIK only a handful of current remaining issues with the implementation.
Also, if you want the feature to have no serious issues before it's enabled at all, I'm fine with that. We could turn it off in 0.9.7. I don't really care. I've been turning it on in between milestones so that we can shake it out and get the known issues filed as bugs, but I'm certainly willing to hold favicon to very strict standards before it is enabled in a real release (like Mozilla 1.0).
