One must also remember, Mozilla isn't designed to be distributed to end 
users.  Mozilla has milestones and releases, people like Netscape and 
Beonex package it up, toss in their little toys (like Netscape's AIM 
client), do their own chrome work and such and ship it to end users.  So 
if there are people out there that don't care for Mozilla's graphics, 
they can download a Netscape 6 install and won't have to worry about it 
ever again.
