Well, it would be nice if we could say XSLT was "fully supported" by 1.0.
That may be too broad, but it's just playing catch-up with Microsoft.

CSS can be used to style a document that's already ordered correctly. But it
can't reorder a document, and it has some trouble with generated content.
For example, the W3C's XML-based recommendations can't be displayed using
just CSS.
I agree that CSS is more important overall, since it's also very useful for
styling HTML.
