I would hope not, because that would impose an artificial barrier
between simple and advanced modes where none was really necessary.

The full-boolean UI would look practically identical to how Mozilla's
filter UI looks now, until the user actively chose to create an advanced
filter (by choosing `all of the following' or `any of the following'
from a popup menu). And since those options would be lying unobtrusively
at the bottom of the popup menu, it would be unlikely that any user
would either be either confused by their presence, or that they would
find themselves unintentionally making a complex filter with no idea how
to reverse their action.

Thankee very much.

I have filed `Backend support for complex boolean algebra in mail
filters' <http://bugzilla.mozilla.org/show_bug.cgi?id=59821>. Once that
is fixed, I will file a series of bugs to make the changes necessary for
the current UI to support them. After that, I will file a bug to turn
the UI into a generic overlay so that other parts of Mozilla (and other
XP Toolkit apps) can use it too.
