Don't get me wrong. I am not saying that dialup users were neglectable.
I just think that it is not a good assumption that email and browsing
will be done at the same time.
(You could even argue that *expecially* dialup users read email while
they are offline, i.e. *not* when they are browsing.)

By my main point is: Let the OS do what it can, and let the app do the
rest. (Not the other way around.) Application starting is clearly a task
of the OS, not Mozilla.
