When I considered this a while ago

I thought about a `Reply Using Template' command. But the Reply function
is already a two-dimensional matrix of combinations (format: text/html,
to: sender/group/both), and reply: normally/using-template would make it
three-dimensional and too confusing.

So this is what I came up with instead:
* reply in the normal manner
* in the composition window, `File' > `Use Template ...' (Ctrl+E)
* select your template from the `Templates' folder (or from a file)
* if you changed the message before you chose `Open Template ...',
  you're asked if you're sure you want to discard changes
* the existing reply gets replaced by the contents of the template.

The template would have a special field which means `quoted text goes here'.
