In that case you want a filter with a `reply using this template' action.
Another UI for replying using a particular template would be to drag the
icon of the relevant template onto the message you wanted to reply to.
This would be no problem if you kept your templates in a real
(filesystem) folder, because you could have that as a popup window in
the Finder. It would be a bit tricker if you only used a three-pane
window, because the message you wanted to reply to would disappear when
you switched to the Templates folder.
