"plaintext" is the format in which the msg gets *sent*, not necessarily 
how it is composed or displayed in Mozilla or any other mailer. Or do 
you see the plain SMTP/POP/IMAP commands in Mozilla's UI?

E.g. in Mozilla and Outlook*, you usually compose in HTML, but you may 
send in plaintext. What's done here is the logical other way around: 
recieved as plaintext, displayed as HTML-like.

As for format=flowed (which is also a form of "text/plain", and a quite 
good at that), the HTML composer, including these blue bars, is actually 
the only reasonable way to compose it.
