Maybe they are the easiest. But why are they used at all when the 
message does not contain format=flowed?

And the RFC says that a line starting with "> >" is quoted only one 
level deep and the second ">" is part of the content. So even if the 
format were supposed to be flowed, which it's not, such a line should 
not have two bars in front of it.--
