I hope this is not from Software choice since I don't have a 
subscription to that.

I spoke too soon - I just found a new Java 1.3 distribution on Devcon 
that includes that NPOJI6.DLL file within the JRE. It did not get 
installed however because I did not have the IBM browser. I tried to 
copy it manually to the PLUGINS directory of mozilla but that also did 
not suffice.
I still don't have Java 1.3 working in either browser at this time.
