An INI call would be appropriate only if there was a way (easily
understood by both humans and software) to support multiple
browser instances.  If such support required multiple ****.ini
files, that would *add* complexity rather than solve it.

In my own case, I have installed (and use at various times!)
__FOUR__ versions of Mozilla:  IBM Web Browser; 0.9.2; 0.9.3;
an EMX version.  Each is launched separately by its own .cmd
file, which specifies PATH and LIBPATH entries, and provides
the appropriate MOZILLA_HOME value.
