I tried a few of your suggestions, which follow in-line...

When I use the File->Open Web Location dialog I can instantly navigate
to the entered sites, and use the forward/back navigation buttons to go
through the history. Though, interestingly enough while I can go
forwards and backwards, I have no history showing in my URL bar (though
it does show up under the 'go' menu item)!

Yup... enter seems to work fine in every other area of the browser
except the URL entry bar. I went to Google and successfully did a
search (by hitting ENTER) and then did another search using the
Google-search on "My Sidebar". Though this does not work from the
search feature on the URL-bar itself.

Yup... both skins seem to react the same way.

This doesn't seem very helpful... but of course, I'm not that adept a
programmer yet!

Weird.
