Firstly, why I don't think this is a good idea:

PMMail shouldn't decide: it's not it's job and I don't think it should
be trying to interpret the link.  It might get it wrong.

On the Mozilla size: Mozilla can't know what a link is until it starts
to retrieve it.  While the two examples will normally be for 
downloading a file, the latter could easily be to run something on the
server and send back a web-page (and yes I have seen a page served in 
this way).  So, Mozilla needs to retrieve the header info for this 
before it can decide what to do.  Also, there might be an error.  So, 
Mozilla needs something to control this, and display anything 
necessary.  And, of course, Mozilla uses a browser window to do this.

Of course, there is a way to do what your asking.  Set PMMail to use 
DDE and "open URLs in currently running browser", and turn DDE on in 
Mozilla.  And, they have to agree on the name of the DDE server to be 
used.  PMMail has the name of the Netscape DDE server hard-coded, so 
you have to make sure that's what Mozilla is using.  I think Mozilla 
defaults to the same thing, but, I'm not sure.  I think it can be 
configured, but, if it can't you can probably use NETSCDDE.EXE from 
XWorkplace to achieve the same affect.
