it's hard at that level.
there is a mesurement of quality for the CELP based formats,
used in telephony (cellulars, Internet conferences...)
but one code is rated with an extensive set of human tests.
several people give a mark from 1 (very bad) to 5 (very clear).
Since we need some more "materialistic" way,
let's say we will measure the "glittering" (what's the word ?).
we take a reference sound and we measure how many glitters
occur.
yeah, it's still complex...
