Basically joint stereo encodes L+R and L-R.  Since the positional
information in stereo
doesn't need to be very precise you can allocate a lot of bits of L+R
and few to L-R 
and come out ahead overall on quality without losing noticeably in
stereo imaging.
However, from my reading a quite different psycho-acoustic model is used
for compressing L-R,
so its not a simple matter to implement.
