For vbr, I don't think we should forbid js for 160k and higher frames. It
would produce some bigger files.
Moreover, it would nearly forbid 160k in vbr:
imagine 128k is not enough. So the encoder switch to 160k. But at 160k, it
would switch to regular stereo. Switching to regular stereo, 160k might
probably not be enough, so we'll use 192k.
Using this, 160 would be only rarely used, and this is perhaps not the best
idea.
