[MP3 ENCODER] joint stereo

FhG uses sometimes intensity stereo, but of course for low bitrates because
it saves a lot of bits, but destroy the stereo image in the upper
frequencies.

Here is what modes FhG uses as default settings:

8,16k: mono
24 to 80k: MS/IS stereo
96 to 128 (160?): MS
from 160 (192?) stereo
