lame 3.13 is now on the web page.  

I few minor enhancements since the last pre release:

Patches for BeOS from Gertjan van Ratingen.
Makefile info for OS/2 Warp 4.0  (from dink.org)
Status display now based on wall clock time, not cpu time.
mem_alloc no longer allocates twice as much memory as needed (Jan Peman)

Plus a few new options to play with:

-X  subtract 5db from all masking thresholds.  The masking thresholds
    are often too aggressive, causing problems like audible distortion
    even with -V 0.  Subtracting 5db from the ISO psy model is actually
    recommended in "Application of a physiological ear model..."

-Y  LAME will try to use scalefac_scale.  this allows for a bigger range
    of scalefactors.  (The larger the scalefactor in a given band, the
    more bits it is allocated during quantization).

-Z  when comparing two quantizations with the same value of "over", it
    will take the one with the least "noise".  noise is the average
    over all bands of (xfsf-l3_xmin), where xfsf = quantization distortion
    and l3_xmin = allowed distortion.  Gabriel suggested using the
    audition threshold instead of l3_xmin, but I dont have this coded
    yet.  -Z may not be fully debugged.
