Three quality modes: fast, medium, highest.
VBR only works in fast mode.

Fast mode is significantly faster than Xing, the previous speed king, and
much better quality.
Medium mode is on a par with previous versions of the encoder, i.e. quite
slow but very good.
Highest mode is painfully slow, but gives extremely good results at lower
bitrates.
Not particularly impressed with the VBR.

In general, FhG has always been far ahead of all other encoders at low
bitrates. At higher rates (160kbps+) encoders such as Blade and LAME do a
comparable job.

A while back I encoded all the sulaco.org test wavs with this encoder at
varying bitrates/quality settings. Mark, should I upload these to
ftp.sulaco.org? It's about 30MB altogether...
