LAME 3.33beta is now on the web page.  The #define RH VBR code is
now the default, and with some recent improvments I think it is
much better.   There is now an option "--athonly", which will disable the
masking from the psy-model and use just the ATH.  This should
be usefull for testing the ATH, and might improve results
at bitrates >=256kbs?

I actually put 3.33 on the web page last night, in a rush, and left
out a few things, so in a couple of hours I am going to add LAME 3.34.
