Yes - jstereo without M/S or IS is identical to stereo.  jstereo is
just a flag to see if the IS or MS flag is added to the bitstream.  by
the way, LAME doesn't use IS.  I believe people have posted here that
it is only usefull for lower bitrates.  We could try and add IS, but I
dont know how usefull it is since most low bitrate applications seem
to be in mono.
