I think it is a good idea.  I dont think too many individuals would
bother, but small companies which cant afford the $15,000 up front
could then buy legal copies for a small fee.  

Also I'm leaning more and more towards switching to the LGPL, if
I can get all the other copyright holders to agree, with a clause
saying something like:

1. If you determine that distribution of LAME requires a patent license,
   and you obtain a patent license, you may distribute LAME even though
   redistribution of LAME may also require a patent license.  


I like the idea of sticking with the GPL to promote more free
software.  But for LAME, I think the benifit is less usefull since it
is not possible to distribute LAME with any GPL software.  LAME is
never going to make it on the RedHat CD :-(
