How else does this differ from 3.57? It seems to be consistantly encoding
with a high birate in VBR (same settings; -V4).

Other then that, the new quant produces noticably better results at
insanely low bitrates, and even at 192Kbit CBR it tends to show lower
noise on the -g total noise gauge.
