The "require more quality at low bitrates" fix is back in the VBR
mode. The other things that could effect quality are the new
quantization and Takehiro's scalefactor pre-emph code and the fixed
M/S maskings.
Here's the unedited list of things added so far:
"encoder inside" logo Chuck Zenkus on web page
analog silence: a couple people have asked for this.
Allow to overide VBR_min_bitrate if analog_silence detected.
analog_silence defined a la RH: energy < ATH.
Segher Boessenkool: More accurate quantization procedure!
(with if-free implementation by Takehiro Tominaga)
An Van Lam: Valid bitrates were being printed for layer 2, not layer 3!
Ethan Yeo Makefile.MSVC
Mark Stephens: updated all MSVC project files
Takehiro Tominaga: Scalefactor pre-emphasis fixed (and now turned back on)
Bug in M/S masking
