it was winamp observations, and my playback buffer is 5 seconds. I must have
imagined the audio distortion :-( Tool error, me being the tool.

Have you verified this behaviour with the frame analyzer?
Or do you notice this while playing in winamp?
If your observation is based on winamps display, the answer
is easy. Winamp does not show the bitrate of the actual playing
frame, but the one it decodes, usually a few seconds ahead.
