The change has been removed. We are using Robert's
defination of analog_silence, which is:
energy < ATH
in every scalefactor band. If analog silence is detected, then the
VBR minimum allowed bitrate is set to 32kbs even if the user specified
otherwise. But we have the same old question: should we be using max
or average energy in each scalefactor band? In Mark's test case, both
formulas gave the same results.
