fc /b <file1> <file2>

But ouch! Under Win32/MSVC not only are the files different in almost every
byte, but of different sizes! testcase.new.mp3 is 2926 bytes, compared with
your 2935 bytes. I'll upload the mp3 to sulaco for anyone who wants to take
a look.
