MP3 doesn't perform well at low bitrates compared to other formats.  I don't like to 
promote Microsoft products but their Windows Media Audio format (WMA) does 
surprisingly well at low bitrates.  The "On-Demand Processor" as they call it is 
(was?) a free download from their site.  I've encoded some music in stereo at 32kb/s 
and it wasn't too bad!.  Better than Real Audio.  22kb/s requires a 44.1khz input file.

It was April last year when I installed it so it may have gone through some 
improvements since then.  At that stage it didn't have a lowpass filter for low 
bitrates.  It tries to encode the full 22khz audio and doesn't do too well.  I was 
able to increase the sound quality by passing the input file through a lowpass filter 
before encoding.
