Once again, it depends on what you need it for,
and what quality you're satisfied with.  We use
16kbps to do Web streaming to sites that may not
have good Web connections, and in general we're
quite satisfied with the results.  (We also use
this to archive programs just for information).
Of course this is mostly speech, but so be it.
24kbps would be much improved.

We use Telos Audioactive hardware encoders for
this, as well as some software encoding.  www.audioactive.com
