I think that, from of a user's perspective, default modes should never be
changed ever, unless
1) it is for a good and significant reason (i.e. impossibility to support
the old mode, or a global change in standards)
2) it is very well explained in to the user.

It seems like this particular change ignores both these considerations and
is just carried out because it seemed like a good idea at the time;
meanwhile, the behaviour of the encoder changes and users don't know about
it!
It should be considered whether or not this change is necessary (not:
desirable or justificable) and if it is, some effort should be taken to
ensure that all users know about this change and its consequences.

Also bear in mind when deciding about the necessity of a behavioural change
that users are known for not reading the documentation, especially when
installing an update.
Thus, dropping a line in the release notes might go unnoticed by many users.
