[MP3 ENCODER] does exist a frau codec with VBR?

does exist a fraunhofer codec up to date that supports
VBR? where can I find it?

and about lame VBR: it's quality is better than mp3enc31
at the same bitrate (more or less 192)?

my target is to achieve high end audio quality,
not car stereo audio quality
encoding time just doesn't matter ;-)

what's your opinion about?
