Vorbis is very poorly tested on 'unnatural' sounds.  This particular sample 
trips at lest two serious bugs in the current encoder (it is the exact same 
bugpair that mangles frer07_1.wav at SQAM).

With normal music, the biggest problem is total lack of codebook tuning.  Of 
course, it's possible to find samples that trip the same bugs.

The format is perfectly sound; the encoder lib has a way to go.
