Eeek. Not a way to show off, Monty. I put in 3 more minutes of work beyond
the short block hack:

Mine is at 48kbit/s (vs Monty's 149kbit/s) and has no audible artifacts
(at least to *my* Mark-1 cochlea). It would be at a much lower bitrate,
but I couldn't figure out the new spectral auxbook partitioning in
monty_branch within my 30sec attention span. :)

If a toad like me can produce this kind of improvement in 3 minutes,
consider how much headroom Vorbis has.. :)

BTW- looks like current Lame CVS has a resampling bug, I was dooing a
happy dance about how poorly lame did at 48kbit/sec until I noticed that
it was the resampling decimating the output.. :)
