YES, 32 kHz is a valid samplerate from the ISO specs. 
( MPEG 1: 32, 44.1, 48 )

I think the original point was, if there is a lowpass around 16 kHz,
would it be better to start with a 32 kHz or a 44.1 kHz source material.
