I don't think any version of Cool Edit offers a "guessing" or "estimate
best settings" option.  As another person said, you choose your sample
rate, number of channels and how many bits you want.  I think Cool Edit
will give you this dialog if you go to "File | New..."

I think every web page I've found has said 15kHz or <16kHz [0].
