Yes, beta (post-3.70?) versions of LAME can use MP3 as their input, to
downsample you would just do 'lame --mp3input -b 56k /256kbit-input-file.mp3
56kbit-output-file.mp3'. I'm downsampling multiple streams at once, so I'm
forking a single lame --decode and then piping that to muliple encode
processes (to save decoding for each stream).
