I have already figured out why current --nspsytune spend too much
bits for tonal parts. I told all of my new ideas to Takehiro, and
Takehiro is now working to implement some of them. I also want to do
that myself, but I'm now very busy.
I have not changed JS related algorithms, so currently I have no idea
why --nspsytune degrades JS quality.
