This is probably not the kind of answer you're looking for, but did
you know about this project: http://www.speex.org/
This codec is just designed from the ground up to provide the best
trade off quality/size for speech, and it's a free codec (not
compatible with MP3) featured by the Xiph foundation.
You should be able to find plugings/libs for most systems to play them online.
