Lets see if I got this right.  Delegates elected in 2000 endorsed US 
House of Repesentatives.  Delegates elected in 2001 endorse city officers 
and can not by the state DFL constitution supercede the year 2000 
delegates.  Then delegates elected in 2002 will endorse US House of 
Representatives.  So the proposed amendment would have precinct caucuses 
each year.  Given the sparse caucus attendance even in Presidential years 
I would hazard a guess that attendance would sink even lower were 
caucuses to convene yearly or that delegates could serve only one year.  
Why the unrest over a caucus system that has worked quite well for 50 
years?
