Both the Inspections and the MPD can initiate the rental property license
revocation process. This is by city ordinance, and the SAFE Unit is charged
with monitoring "conduct on premise" with regard to criminal activity,
including narcotics, weapons violations, etc. For Inspections of course the
reasons include unfilfilled work orders for fixing building deficiencies
according to city code. I don't know how many or what type of inspections
violations trigger the revocation process.
It can be argued that rental licensing or portions of it are unfair to the
owner. I would personally prefer that no ordinance forced an owner to do
anything but we have situations where it is within an owner's power to
drastically reduce the liklihood that people in their building will commit
crimes in the neighborhood. To help owners prevent losing their licenses, I
wholeheartedly recommend they attend our workshops and any others intended
to raise the quality of property management. Owners which I actively worked
on to revoke their license didn't implement any of the steps which would've
saved them the trouble of losing their licenses.
In my previous post I mentioned the 1/10th of one percent of owners which
have lost their licenses due to the "conduct on premise" side of the
ordinance. This may seem like a scant few for which an ordinance is
necessary; however, the two buildings I mentioned had tenants which
accounted for a large chunk of the crime in their neighborhood.

This being my 2nd post of the day I'll end with my regret that I deleted one
too many lines in my signature block from my previous note, in case
newcomers to the list did not know of my role at the MPD. Even so, I will
fully disclose that before I had an inkling that I'd work for the MPD, I
favored licensing to bring about better management of the buildings in the
neighborhood where I live.
