I really haven't examined the details of the suggested plan, but
historically, I can tell you that Minneapolis used to be in a Congressional
District that was split.  In the 1960 redistricting, south Minneapolis was
put into what is now the 5th District.  It used to be that south Minneapolis
St. Louis Park and Edina were in one district.  I'm sure there were good
reasons for doing it, but those of us old enough to remember will remember
that Walter Judd, a Republican, used to represent Minneapolis when the
configuration was different.

With the huge changes in the urban area, which is now more 9 county than 7
county, many changes will have to be made.  Personally, I think the way the
6th District has been configured has been a crime.  Whomever represents that
area almost completely circles Mpls/St. Paul area and I'm not sure how fair
that is to either the elected representative or the people he/she represents.
