I would propose that this is not an accurate protrayal of the Council's Jan.
21, 2000 vote on the Kondirator. I would propose the city position was not
doomed, rather this was the spin provided by the Konderator owners' lobbyist
that want to move the Konderator onto the banks of the Mississippi River.
Rep. Phyllis Kahn wrote an editorial in the Star Tribune on Feb. 13, 2000
about this spin.

As an additional note (because this is what diclosure should be about, not
just the availability of the data, but the integration of the data into
analysis of voting patterns) according to fillings at Hennepin County, the
