I had this problem a couple of years too, especially when I was planting bulbs in the
fall.  What worked for me was to lay down a piece of wire fencing over the area where
the bulbs are planted -- even chicken wire will do -- just make sure the weave is
small enough so that the squirrels are not able to dig through it.  Hope this helps.

There were postings on the list a few years ago about squirrels -- several of us
agreed that they are the wildlife public enemy number 1.  I've spent thousands getting
them out and keeping them out of the facia and soffits on my older home, and I hate
the little dickens.  And coming in a close second are pigeons, affectionately referred
to as "flying rats".
