Several neighborhoods I work in have done neighborhood identification signage projects. The purpose is to identify the neighborhood boundaries or gateways.
The role of the neighborhood association(which in most cases is a private non-profit corporation) was to design the signs and have them made using their NRP funds. Public works was responsible for installing them and I don't believe they charged that expense back to a neighborhood. (I could be wrong, but I don't think so) I can't honestly recall that any of them asked to have or do have any identification on these signs regarding the neighborhood association itself.
