[KB] That's lovely. Not only is it retroactive -- which is bad public
policymaking -- but it's an unfunded mandate. (It's retroactive because it
would be enacted after the 2001 election, the one whose terms it would cut
in half.)
If it's such a good thing to do, why didn't you start the process before the
census?
